It's becoming more and more common for people to drive with their fog lights on - even when visibility is very good. This is not such a great idea, as the fog light globes were not intented to be permanently on.
We just quoted a customer with an E90 on replacing both rear light units. The fog light globes had burnt and melted the globe holders, also damaging the actual light units. It will cost just over R1500 per side to repair/replace.
It's definitely a wiser choice to only use the lights for their intended purposes. Otherwise, it could be an unnecessarily costly habit.
