True but production is confirmed to be until 2020 now so it's just a matter of demand and supply I think. They will do this for the first year or two and slowly increase the allocations each year. It's to increase the profit and make it rare in my opinion.

I may be wrong but I think the M4/M3 DCT option is 80k.
