I got my turbo rebuilt but diagnostic still says low boost. I have no boost leak or vacuum leaks as the turbo does actuate. However there is a howling sound when you accelerate and car is very sluggish

Just because the turbo actuates does not mean there is no boost leak.

are the diagnostics not throwing any fault codes ?
