F10 M5: speed limiter 250 km/h

Car speedometers are allowed a legal tolerance of +10% / -0%. This means that it is legally allowed to over-read up to 10% fast but is not allowed to under-read. Since they are calibrated from the transmission this allows for tire wear. New tires with a full rolling circumference will read a speed closer to true and worn tires with a smaller circumference will read faster than true. Also, speed cameras have a tolerance of about 10%. The tolerance is kinda like the manufacturers' indemnity to accurate speed display, allowing us muppets to fit 20in wheels over 14in and still have a legal and accurate within 10% speedo readout.

Been thinking about this. So when BMW says 305 km/h,would it be safe to assume that would be 305 true speed as well? Anyone here with the M drivers package that can confirm?

Must be 305 at least. The E39 does 300+ with the limiter removed.

Bootmod3 and other types of software will remove the limiter. If you just want to remove the limiter, you need M Driver's package "retrofitted" which is not worth the money by a long shot. You can't code the speed limit off in the DMEs unfortunately.
