Car wont start with only clutch in ? Im confused please help

I don't think the handbrake makes any difference, just a typical precaution - but the starter will only operate when the clutch pedal is depressed for a manual, and brake pedal for an automatic. Maybe some of these have both and the clutch and brake pedal sensors - strange...
