When replacing disks with previously used ones which has surface rust on it... The Q is- do I need to clean them or just let the brake pads do the cleaning when braking

Speculation : if the car has cast iron discs than the pads used should be able to deal with rust. If the discs are stainless steel then the pads may be less tolerant of rust but I repeat - this is pure speculation. If you have the discs off then you may as well clean them, if only for your self-respect. Some years ago I washed a car with, I think, cast-iron discs but neglected to drive the car afterwards. When I next drove it, the pads had stuck on the discs and I had to use a surprising amount of effort to free the discs, which I don't suppose did them any good.
