Weird Steering wheel thing

Hey

I just got my car back (2002 E46 318i Facelift) from the mech who changed the bearings now the steering is making a weird noise whenever its turned left or right.
it sounds like leather is scrapin and touching something.

The noise is right inside the car and I doubt its the steering rack issues or maybe it is

Does anyone have any opinion as to what it is?

Power steering fluid.

When its low, the steering makes a massive whine... Could be that.

take it back to the mech get it on the ramp and see where the noise is coming from...

he says its a plastic bush under the steering in the car

I agree with Crash - otherwise have a look at the belt itself.
