BMW keeps the keys that are matched to your vin at factory. The keys are pricey though. Without at least one key , you cant make a copy , They are not just run of the mill keys , each is coded and cut to the car .
Insurance would replace your complete lock mechanism and give you a new set of keys . This as well , they would send it to a dealer to have done . And its pricey as well .

It’s easier (and cheaper) to make a spare key if you have a working key, but by no means impossible. I make keys all the time where all keys are lost. In these cases, however, I need the engine ecu of the car as well. Unfortunately I’m on holiday at the moment so can’t assist the Op.
