If you're feeling it in the steering wheel like that then there's slack in the system. For checking tie-rods, have someone hold the steering wheel and try push/pull the tie-rods and see if you can feel a knock/clunk, or see if there's a lot of play in the wheel holding it at 9 and 3.
Further up the ladder, I strongly suspect you might have a worn joint leading into the steering rack, the rubber part itself.
