I wouldnt think its best practice to pinch a pipe to correct an issue. Although I wouldnt put it past any mechanic.
My theory would be if there was an underboost issue and he check the cooler and it was fine, then my only thinking or reasoning behind reducing the overall volume of your charge line would be to speed up the velocities....but it indicates that something else is wrong. Question him about the pinched pipe, cause as far as i know - you dont need a mechanic doing that to your car to get it working.
