What I did when I cought the guys was take all his details, and give him chance to go home and remove the illigal lamps fitted to the car.
I would then go check up on my next shift if indeed he did remove it. If not, then Ticket time.
I know in some roadblocks, or when pulled over by some officers, they make you remove the stuff there and then. If its inside the headlight like Jenich is planning, then I can go so far as refering your car for a re-test, and revoke your disc on the scene.
