If one records people breaking the rules of the road. Can one turn in the footage and have the idiots fined?

Do you know how many idiots. Will get in the turning lane at an intersection only to shoot infront of the car going straight to get infront of 5 cars. And countless other violations. I had one idiot drive on the on coming traffic lane to get in front I just put foot and forced him behind.
