The difference comes in determining who are legitimate buyers. Which these days is very difficult.
the owner may not be hiding anything but protecting his car from being mishandled.
I Suggest going on a test drive where the owner drives the car, and if you happy go home think about it and call the owner back and tell him you are still serious about buying car and will take it if allowed to test drive first. A follow up call will show that you are a serious potential buyer. (just a suggestion)

lol not that it is cool at all to have that happen, but everything in moderation, if the guy is genuinly interested and not just trying to joy ride then there is no reason to say no to a test drive, walk away if thats the case.
