If the officer in question suspects that the parts were installed after market, and not factory fitted, then he is allowed to issue a DOU-notice (Discontinue Of Use)
This notice takes your car off the road, so the disc get removed, and you have 7 days to get your car to a government testing station for a roadworthy test to see if these after market mods are leagal.
When I imported the Lexus type lights for my Honda 11 years ago, I took my car to a testing station after installing them, to have them certified as passing the SABS 047 Roadworthy Test Sheet. When pulled over for having fitted after market rear lights, I could prove it had passed the test.
I think its trivial, and I wouldn't give a guy crap for this, bit then if these lights were obviously installed wrong, and blinding other traffic as it wasn't set properly, then maybe refer the guy to get it fixed.
