Or find a way to get them hooked up to 12v without energizing the whole car (maybe a rubber grommet underneath and around will do the trick to isolate the roundel from the rest of the car), with 500mA DC over it as well. This out to be enough to fibrillate.
I don't care about teaching the oke a lesson, or giving him mild discomfort or involuntary loss of muscle control, I want to find him dead there outside my bonnet with the fishing line melted to his hands and the screwdriver still arcing.

And the problem is the harder you make it to steal, with whatever glue/adhesive/rivets then the harder they'll try and the more bodywork will go down with it.
Go full-race and get stick-on badges for that full weight reduction front and rear, lower centre of gravity, all that good stuff.
