Whine in engine bay

Hi guys I'm stumped now my went in for a turbo overhaul and when I got it back I notice a whining sound when I steer left at first I thought the wheel was touching a fender liner but then I took it to a different machanic and he said nothing was out of place I tired to bleed the power steering system by turning the wheels left and right with the cap of but no difference I noticed if I give it gas while going around a conner (left only) it gets louder can anyone advise what could be the problem and mayb a solution
