This makes a lot more sense to me and from what I recall when I sold my first bike many many years ago is the process I followed.
Although I was starting to think I had maybe submitted the form to deregister my bike and maybe I had screwed over the buyer by mistake without knowing it.

So provided the NCO form is submitted, it is as good as off your name. Even if the buyer ends up never putting it under your name, no worries about fines coming back to you?

Once an NCO is handed in the vehicle has to be registered (withban RLV form) in the same name reflected on the NCO as the buyer. The easiest way to ensure an NCO is handed in if you're either a buyer or seller is to fill 2 copies in. You keep one and hand one to the other party. Hand it in within 21 days.

side note.. I just sorted out the license on a car...was R2800 in arrears ...after penalties it comes to R6300 hahahahaha what a joke...they add more than the actual amount owed...atleast I know the money will be used for good.

At times when I did sell any vehicles in my possession, I always added a licensing fee to the sale, to get the vehicle transferred to the new purchaser.
It was my own terms and condition on the sale agreement. That just eliminated any 'logistics and headache' as experienced by so many when licensing at present.

As the saying goes, don't do deals with family, i was bitten by a family member a few years ago.
I gave, NOT SOLD him my late dads bakkie on the pretext that he sort the registration. Needless to say, a year later, I couldn't get any license's for my cars. He kept the vehicle for few months then sold it off and the new owner didn't transfer the vehicle onto his name.

I gave ZERO F&*KS, I just deregistered the vehicle, paid the outstanding costs associated with this sort of thing moved on.
