Noise when turning wheels to the right

I have been taking my car out maybe once a week for a drive and noticed a humming sound when turning to the right at low speed. Like when trying to park or going around a traffic circle. Any thoughts on what I should be looking at? I had the steering rack refurbed about two or three years ago.

Is it only when turning the steering close to the extreme, sounds like power steering pump to me, or maybe fluid is short, check the fluid in power steering pump first, then maybe look at the pump itself,
