Name of part and what it does

I have circled the part with black. what is it for? I recently bought an e34 to restore. so a lot of cables were disconnected by the previous owner.

The car is not starting on it's own even after I changed the starter which had blown. but only sound coming out is something from the fuse session. and something close to this device. the starter is not receiving direct power. so wondering if this is an immobilizer
