The answers is — in my opinion — yes provided they conduct the search on the basis and in the manner defined by our law.
Can you be arrested for refusing to comply — yes.
Can you sue them if they act outside their powers — yes.

I think there's no way we can drive away from roadblocks without getting into trouble.

When law enforcement officials indicate to you that they want you to pull over, you have the responsibility not to flee. In South Africa, you have the right to proceed to a police station if you are in any way uncomfortable with the following vehicle and whether it is a legitimate law enforcement vehicle or not.
o If you take a decision not to stop, but to proceed to a police station when being followed, you must not speed away. You must instead drive very slowly (i.e. at a speed of around 40km/h) and proceed directly to a Police Station.
o This applies only to instances where you are being followed by a vehicle that wants you to pull over. It does not apply to roadblocks and you are advised that not stopping at a formal roadblock has the potential to get you shot at.
