Low Oil Pressure

I re-did my enging from the bottom up. The car starts fine and is also drivable however as you driving the oil light flashes. This happens intermitently. The oil pressure was measured using a guage however this was very low the needle hardly moved. The pressure from the oil pump seems high - when you open the cap oil spurts out. What could the problem be.
