I would say its stronger than a 135i below 1700rpms. Thats my findings after having owned both. The 135i revs higher and doesn't run out of puff as quickly as the 330d.
They would be pretty evenly matched in a drag race with the 135i maybe just taking it depending on driver ability.

The claim is that the turbocharger has twin inlet ports which are ducted from selected cylinders to create a smoother feed to the turbo and thus reduce lag.

This was how I understood it.
That is essentially what a Twin Scroll Turbocharger is, a snail with twin exhaust gas inlets (one smaller, one bigger). Depending on firing order of an engine the manifold used pairs cylinders to scavenge as much exhaust gas as possible making it more efficient way of turbocharging.
