As far as I know its flap that goes in the intake manifold of e46 (might be in others as well) 6-cyl engines. It opens and closes at different RPM ranges to cause the air inside the intake manifold to be more evenly spread out, rather than it being compacted against the sides inside the manifold. Could be mistaken though.
