DIS Minimum Chairged Air Pressure Not Reached

Hey there. I ran Dis and did a mass air system test. It says that the minimum charged air pressure was not reached. What exactly should my next steps be? Regards

I'll start from the beginning. The car is a E46 320d 2003 FL. About 3 months ago the boost started to lag and then a week ago NO boost at all. now here is what I have done so far.
1) good oil service
2) vortex breather fitted
3) all vacuum lines replaced and swapped pcv from EGR to turbo and back
4) swirl flaps removed
5) turbo exchange unit from TURBO CONNECTIONS
(balanced and on the flow bench)
6) new MAF and AIR INTAKE TEMP SENS as indicated by DIS and inpa
7) cat removed
8) injectors done by AUTO ZAK SPEED
9) egr cleaned
10) ???????????

I don't know what to do next. according to people and google after what I have done the car should be going... not the case.
As mentiond in the above post when I did the mass air test the minimum charged air press was not reached.

Have you checked the boost pipes for leaks? Check the vacuum canister, chef on the forums had melted. Possibly blocked cat.

Is the car smoking a lot?

Could also be vacuum pump.

No excessive smoke. vacuum ok. replaced all seals and O-rings on the intake/intercooler side. car has been de-catted.
