Brake Light Issues

Hi, I am new to this forum, but have read around quite a bit about the issue with fuse 46 in the BMW e36.
I have a 1993, 316i e36 and have been having the problem with this fuse blowing (Fuel, Temp gauge and brake lights dead).
I have isolated the problem, recently my wife bumped someone and destroyed the brake light on the spoiler, now all my brake lights are not working, but the bulbs are not blown.
I have isolated the wire that goes to the spoiler brake light and unplugged it from the spoiler brake light. The wire is now just lying in the boot but I have insulated it, my brake lights are still not working and the fuse is still blowing when you step on the brakes. The car also now has a static shock when you switch it off an touch any part of the body.

How do I completely de-activate this circuit until I can repair it? Thank you for all you help in advance.
