Car has a leak in the system, air con is a closed loop system and should not need topping up/refill unless the system has been released of its contents or a break in the components.
Use a dye first at refill so it can be traced if there is a leak...

Jip it must be a leak or its because the aircon was not used inthe winter at all this in turn causes the o-rings to shrink and you loose gas. to service your aircon every 2 years us a good thing and makes your system last longer.
On a domestic fridge you should never need to refil gas unless there is a leak but on a car it is a different scenario. Using the aircon in temperatures exceeding 35 degrees causes the problem. The car aircon systems builds up too much pressure when used in those temperatures. There is a pressure valve somewhere in the system which dumps some of the pressure in turn loosing some gas. Over time you will need to do a refill. That however does not rule out the possibility of a leak. After the refill the car should be taken back in two weeks just to inspect for a leak.
