Does it increase incrementally? like up and down, up and down?

-Clean air flow meter?
-Vacuum pipe for leaks?
-Check the breather pipes right before the throttle body?
-PCV plate that sits on the back of the intake manifold. If you hear a hissing noise from that area, it's probably dead. Can cause crappy idle etc.

Yea like I will be driving and then when I go to change gears the revs don't drop and when I come to a standstill it will idle high and then drop as soon as I engage the pedal and pull off...

Unfortunately I don't know much about the throttle setup on the M60 motor. However, you can check for any obvious sign of it getting stuck by looking at the throttle as someone blips the pedal for you. The red arrow in the pick below is where the throttle is located. It's the only place where I can think there might be an issue that could be keeping the revs higher than it should be by getting stuck.

Check for obvious signs of something preventing proper movement of the throttle, also check if the throttle movement isn't sticky. Also check the idle control valve, if it isn't maybe sticking.
(The throttle I a referring to is the second one, the one that is closer to the intake manifold)

I had a similiar issue on my M62. Took the trottle body off and gave it a good clean. problem solved. So maybe try that first.
