lol, no it does not.
you are possibly thinking of early volkswagen diesel EGR's which incorporated a anti-stutter valve (like a throttle plate), which MIGHT under certain circumstances be able to cut air to the engine during runaway, but bmw EGR's are not designed like that, and will definitely not stall a runaway engine..

Hi guys.I think its clear that its beneficial to remove both the EGR and the swirl flaps on these motors.Whats missing is a simple guide on how to do this.I would like to do this on my '06 320d stasiewa ASAP and in addition the DPF has to go.I now fully own my car(ie...no motorplan)and i for one will not be told by stealer staff who probably now less than forum members and should be reading this forum to increase there knowlegde.Any body got a linky for a do it yourself?

I have a E90 330d manual 2006 model.
i just plugged the vacuum hose, at around 100 000km,
last month I replaced the oil cooler (heat exchanger)due to oil in the water at
324 000km.
After inspecting the EGR tube the bmw technicians and I were surprised at how clean it was with no sign of any carbon crap, so yes, you can plug the vacuum tube only with success.
I also removed the swirl flaps long time ago, just used the right size self tappers and locktite 243 on the threads, and screwed them into the shaft holes.
