Can you easily spot the difference? Some people say they can't but I clearly can:

Very interesting, but yes, can easily see the difference! And decent first person shooter game for instance needs high FPS otherwise it becomes somewhat tricky and tiring to play. Other games FPS is maybe not as much an issue so frame locking is great for ensuring that there is more than enough resources for when the graphics load does increase, allowing for no dropping in frame rates. A good example there is for example MS Flight Simulator X etc.

A huge difference. For movies etc 30fps is fine though.

Another big difference is refresh rates.

Going onto the FPS gaming thing is another step. With a 60Hz monitor you really don't need over 65FPS. Running a 120hz monitor on the other hand, will make 60fps look jittery. A good Measure is to lock your frames just above your refresh rate. For example I run a 120Hz screen so lock my frames at 125fps.

Believe it or not but in certain games fps can actually affect your mouse movement speed slightly(inconsistent) so you lock your FPS to ensure you don't run into that problem

FPS alone is a useless measure. A film @ 30FPS will not look the same as a game @30FPS, simply because the timing between frames in a game is not consistent (unless vsync is done at that FPS), which makes the biggest difference. For a real measure, you should actually measure the longest time between frames in an interval.

I had a crossfire setup, which reported 54 FPS, but it looked pretty much exactly like one card @ 30FPS, and the reason is that the one frame would come out after 30ms, then one after 7ms then the next after 30ms etc. Which made matters worse, is that those frames weren't computed based on those intervals.

That said, once you have gamed at 60+FPS, nothing else will ever suffice.

I couldnt imagine playing with less than 60% I have to limit my fps on most of my games. FPS should not be more than double your screens refresh rate.
