painting wheels...is this possible?

Are these the same wheels with just a fancy paint pattern applied? I found these on OLX and loved it, but upon closer inspection it looks like the same wheel.

And if its only painting, who can do something like that and how long will it take?

That's not a paint difference. It's a complete new wheel style from the F30. Look closely and you'll see the grooves in them.

the guy is a pure salesman who will say anything to get you to buy. Do your homework if you plan to go further with the sale

most Mag repair centres can do a re-paint on any mag and too any colour of your choice.

normally they roughen up the surface of the existing mag
then respray then to the new colour
then bake them to ensure the new paint really sticks

I was looking at exactly the same set at a dealer here in Cape Town.

They wanted R8700 for a set of 19".

Please also note that these are not staggered wheels - 8.5J all round so kind of pointless changing to them imo.
