Previous owner used a pressure washer on bags which made a mess...is this possible to repair and how?

Those look like scratches from boots while mounting or dismounting. The R1200 C has leather-covered panniers. I would suggest talking to a car upholsterer to recover them.

Don't know where you are, but a chap called Deon Korkie in Pretoria has quite a good name in the biking community for leather work.
