just got back from the supplier. We tested another brand new 3570k and the fan sounded the same. I think its due to being half the ampage of the previous fans its spins up alot higher before the board adjust the current..
Thanks to everyone who responded to my questions really appreciated the time

Some motherboards calibrates the fan(s).

My computer also do it. I have the ASROCK Fatality Performance board with a Core i7 (3770k) and Zalman CNPS9900max cpu cooler. As it boots through the BIOS the fans goes loud and then settles.

you will notice this on some Servers. They make insane noise (jet fans) when starting up and later on it gets quieter.

Well luckily its just when it boots up and not during usage i went through alot to get the pc to stay cool while being barely audible.. It kinda worried me because my gpu has 3 fans but is barely audible at all.. Intel cheaped out with the fan design just like they did with the 3rd gen cpu (not putting enough/good solder or heat spreader.. !

Once again. It's not the CPU, the CPU doesn't control the fan! The motherboard does, you probably have a entry level board.

What board is it? If it really bothers you then check for a bios update.

I know the cpu doesnt control the fan what i meant was that on startup before the board adjusts the fan voltage all fans run at max rpm. My point was that the previous fans are rated at 0.62 amps and the new ones are rated at 0.28 amps which is probably why it sounds like a jet taking off on startup due to it being fed twice the ampage it runs at.. As for my motherboard its far from entry level.. Paid R2000 for the board alone..

The amperage will not influence fan speed in the way you think. The fact that the new fan is rated to use less amperage means only that it uses less amperage and the motherboard will only supply as much as needed. Amperage is only the "strength" of the power and as far as I know the motherboard and PSU will keep this in check. If it didn't then the fan would probably have blown up by now as too many amps will make the fan's internal circuits overheat. Too much amps will even make the wires overheat and in some cases melt the wire. This is something many don't know when they do wiring on their cars and then wonder why it all went up in flames.

The voltage is what control the fan speed. The higher the volts, the faster the fan, and the more amperage it will pull.

Someone with more in depth knowledge could maybe explain more and better.

But honestly, this sounds perfectly normal to me. When the PC starts the fans will start at max and then settle down as the system starts getting temp readings.

As for delidding i wouldnt dare.. That would void my warranty.. Will just get the coolermaster hyper 212 evo that and the 7 fans i have should keep temps in check for a 4.5/4.7 oc.

oh i understand how the amps work but remember the pc doesnt control till the bios itself loads up. And when it does my fan quietens down. My dads an electronic engineer so i have knowlege on electronics. But hey i guess its fine cause the pc is silent after it boots up..
