damage on wheel arch rubber contours(Mcoupe2002)

Hi All

if any1 cud plz assist with the following it wud be highly appreciated.Looking 2buy Z3M Coupe (2002)AC Schnitzer.Went to have a look at the car but the wheel arches infront where the rubber contours are have damage and look kinda like they've melted abit.Y wud this be so?seller has spare rubbers and said he'l replace them for me.Seller asking 4 R217k.Mileage 95000kms.Is it really worth it?Please advise.
