Are new registrations closed?

A buddy wants to register on this forum but he gets a message saying new accounts have been disabled?

Email to [email protected] the details of the account, IE: chosen username and email address.

Isnt there some way of putting this notice under the registration page or something...as it could stop a lot of new members from registering.
